When this governmental system first began, the Shogun was solely a military leader and the Emperor held all political power. Eventually, control of the military became essential to ruling due to the growing feudal character of the society, so the Shogun gained most of the political power, while the Emperor remained as a symbol of sovereignty behind the Shogun.
